Background:
There are two (2) Fire Investigator positions and one (1) Training major position that are currently vacant. A selection process is necessary to identify competent candidates for the Fire Chiefs selection. It is possible that within the next year, there may be other such vacancies that would require additional promotional testing processes. To address the current need for testing and any such other promotional testing that might be required within the next year, the Human Resources Department and Fire Department requested cost proposals from various testing companies to administer both Written and Assessment center promotional examinations. This testing could occur for the ranks of Fire Lieutenant, Fire Captain, Major, Chief Officer, Training Officer, Investigator and Fire Marshal. The maximum number of candidates for each rank is 60, but the actual numbers of candidates that may choose participate in any particular examination is unknown at this time.
The potential vendors were provided with the requirements for the Fire Department's Promotional Process, and the applicable Article from the Collective Bargaining Agreement. The Human Resources Department and the Fire Department solicited Requests for Proposal from numerous vendors throughout the United States and received four (4) quotes.
The Fire Chief reviewed the RFP responses and determined Resource Management Associates was the most advantageous. The proposed contract with Resource Management Associates has been reviewed by the City of Broken Arrow Legal Department and its terms have been negotiated.
