Background:
Previously, the 2018 GO Bond project, Houston Street Improvements from 9th Street to Old Highway 51, ST1926, had been awarded $3,000,000.00 of federal STP funds to assist with construction. Understanding federal funds tied to a project can introduce delays with respect to construction, City Council approved splitting the project into two separate projects with the hopes of getting the eastern portion, from 23rd Street to Old Highway 51, into construction as soon as possible utilizing only City funds.
The City funded portion is now 90% complete with design, all right-of-way has been acquired, and utilities are slated to be clear by the end of the year. During a final review of the plans, it was identified a City owned waterline was in conflict with the proposed design and would need to be relocated. Further investigation suggested the age, and type, of the existing waterline along this project would benefit from full replacement as opposed to only minimal relocations. The initial design contract, and subsequent amendments, did not include waterline replacement design so staff negotiated with the consultant and arrived at design Amendment 3 to replace the existing waterline the full length of the project. Completing this waterline design is the last step needed to advertise the project for bid with the intent of being under construction early next year. Staff recommend approval of Amendment 3.
