Approval of and authorization to execute a temporary spillway improvement agreement between the Shenandoah Valley Property Owner’s Association and the City of Broken Arrow

Background:
The project in Reserve A of the Shenandoah Valley at Battle Creek subdivision is to mitigate erosion and construct repairs to the leaking detention pond spillway.
The Property Owner’s Association (POA) requested a partnership with the City to repair the leaking pond. The Drainage Advisory Committee approved funds for an engineering study that was completed in 2023. The POA has contracted with a private firm to complete the construction plans that were completed in September 2024.
The project was bid and the bid opening was April 15, 2025. Construction on the spillway began in July of 2025.
The agreement between the POA and the City states that work performed on the spillway is a temporary solution to address erosion and the leaking spillway. The work performed shall not be considered a permanent solution, nor shall it obligate the City to undertake further improvements or maintenance.
