Background:
This project includes construction of a new destination playground located on the future site of Elam Park, a reimagined 40 plus acre park in the southwest corner of Broken Arrow, near Florence and Aspen. The main elements of the project include a destination playground, restroom facilities, feature fence, and other enhancements. The project includes a base bid for utilities and minimum sitework to the parking lot, there are five (5) possible additive alternates. Additive Alternate 1 is for the restroom facilities. Additive Alternate 2 is for the Tree Grove area and associated work. Additive Alternate 3 is for clean up and enhancements to the existing detention pond on the property., Additive Alternate 4 is for the parking lot. Additive Alternate 5 is for the Destination Playground.
Bids were advertised on February 23rd and March 2nd, 2023 with the lowest responsible bid for the Base Bid and chosen Additive Alternates (Alternates 1, 2, and 5) is Voy Construction with a bid of $4,333,761.87. Subsequently, the contract and NTP was issued to Voy Construction, LLC.

Change Order No. 4 addresses the following additions/deletions/changes to the contract:
- Irrigation System Repair.
- Play Area Bridge Connection Plate.
- Vertical Baby Changing Station.
- Hillside Slide Grade Modification - Original grading plan did not represent the correct slope to install the provided slides. This change order corrects the slope to correctly install the slides.
- There is a 19 day adjustment in time.

The total cost for Change Order No. 1 amounts to $8,919.29
The additional cost associated with these changes is as follows:
Previous Change Orders: ($197,981.40)
