Background:
The proposed project is located in Reserve F of the Park at Adams Creek, north of Hillside Drive between Lynn Lane and County Line Road. A citizen downstream of the commercial area who has lived at her residence for 40 years states she has noted an increase in runoff in the past three years.
The City has cleaned out the downstream culverts on Albany St. and removed brush from the area to the east of the applicant, which is owned by the City, in effort to help convey the water through the applicant's property. This area is also located in a FEMA floodplain and floodway.
The City of Broken Arrow owns Reserve F at Park at Adams Creek which is approximately 800 feet upstream of the applicant. This is the land east of Dick's Sporting Goods. Reserve F also functions as a regional detention pond. Staff has looked at the outfall structure and is concerned it is not functioning as designed. City Staff has designed a mitigation effort for the weir structure.
The applicant has also stated there is ponding on East Seattle Court. The ponding is located by a street inlet. City Staff will analyze the efficiency of the storm sewer system and reconstruct as necessary.
This is in the Adams Creek Watershed.
Staff is requesting $250,000.00 of the 2018 General Obligation Bond Proposition 6 funds for construction improvements to the weir structure in Reserve F of the Park at Adams Creek to reduce peak flows from the Park at Adams Creek commercial developments and possibly construct storm sewer improvements on E. Seattle Court.
