Approval of and authorization to execute Amendment No. 4 to Master Services Agreement with Paymentus for electronic bill payments

Background:
Paymentus has been our payment processor for Utilities since 2018. Amendment #4 will allow Paymentus to integrate our customer portal with the new vendor VXSmart for the AMI (Automatic Meter Infrastructure) project. The AMI will provide customers with real time readings, historical readings, notification of high consumptions, and other features to enhance our customer experiencing. Amendment # 4 waives the fee for the integration and will extend the term until 2031.
