Background:
Canine Thor, a nine (9) year old German Shepard, has been in service with the Broken Arrow Police Department since January 24, 2018. Thor’s handler is Officer Mike Ryan. Thor has reached the age of anticipated service life thresholds, and current health diagnosis shows continuing service will not only be stressful for the canine but will also have high estimated veterinary costs to keep him in service. Due to the inability to precisely value the canine, combined with the medical needs to keep him in service and him being within the standard retirement tenure of service, the remaining estimated value of the canine is believed to be five hundred ($500.00) or less.
Council has approved requests regarding the retiring of police canines in the past. The Police Chief generally recommends retiring canines to their handlers. Due to their training, they are not adoptable, therefore this ensures the dog will live out his remaining years in comfort as a reward for many years of dedicated service.
