Approval of and authorization to purchase one (1) Henderson Liquid Application System from Grand Truck Equipment, pursuant to Statewide Contract SW0500M (Snow Removal Equipment) for the Street Department

Background:
The Street Department requests the purchase of one (1) Henderson Liquid Application System for the pre-treatment of roadways with salt/brine solution during inclement weather events.
Funding for this purchase was approved in the FY2027 budget and identified as project #2753160 (Salt Brine Tank with Applicator) with a total budget $40,000 for the purchase. Grand Truck Equipment in partnership with Henderson Products Inc. offered this 1800 gallon tank setup as a field test unit with the City of Broken Arrow for the 2025-2026 winter season with he option to purchase the unit after the testing phase at a discounted rate. Representatives from Grand Truck, Henderson Products and the City of Broken Arrow worked together, along with 4 other entities throughout the state during this testing phase to improve performance and flush out defects with the system. The item offered retails for $46,244 without installation. This specific unit with installation included is offered for the sum of $36,995.00
To maximize available resources and achieve cost efficiencies, staff recommends purchasing this Henderson Liquid Application System from Grand Truck pursuant to the Statewide Contract SWO500M. Utilizing this cooperative purchasing agreement eliminates the need for formal competitive bidding while securing durable, high-quality assets at predictable costs.
