Background:
The city's negotiation team including Michael Bates, Labor Relations Consultant, began contract negotiations in March, 2015 with the Fraternal Order of Police Lodge #170 for a Fiscal Year 2015-16 labor agreement. On May 29, 2015, the bargaining teams reached a tentative agreement. On June 17, 2015, the Lodge membership ratified the proposed agreement. The Collective Bargaining Agreement (CBA) is now being presented to the City Council for approval.

The proposed agreement provides for several changes that are either administrative or procedural only. These changes relate to:

1. Updated union business, grievance procedure, and FLSA language (see pages 6-7, 8-12, and 24-25 of the CBA);
2. Study materials for promotional exams and allowing candidates to submit a resume during the assessment center process (see pages 36-43 of the CBA); and,
3. Agreement that the City and FOP representatives will meet to discuss options acceptable to both parties regarding the optional use of differing external load bearing ballistic vest carriers and gear at the officer's expense (see page 33 of the CBA).

Those changes that may have a substantive economic impact in the proposed agreement include:

1. A 3% base wage increase for all bargaining unit members;
2. An increase in the additional pay to Field Training Officers from $25 per shift to $30 per shift (see page 23 of the CBA); and,
3. An increase in holiday leave hours from 88 hours per year to 96 hours per year (see page 18 of CBA).

Cost: $215,500.00 for Fiscal Year 2015-16
