Approval of and authorization to execute Amendment No. 1 to the Professional Consultant Agreement with RJN Group, Inc. for the Haikey Creek Trunk Sewer Rehabilitation Phase II (HC26010)

Background:
This Project is for the inspection, assessment, and design of approximately 4,000 linear feet of 48-inch Reinforced Concrete Pipe and 250 linear feet of 15-inch Polyvinyl Chloride Pipe along the Haikey Creek Trunk Sewer Line located East of S. Garnett Road from approximately 1,410 feet North of W. Florence Street to just North of New Orleans Street in Broken Arrow, OK. This Trunk Line has had several issues and has started deteriorating due to age and material, causing leaks, including a recent collapse, and problems with Inflow and Infiltration. Phase I of the Haikey Creek Trunk Sewer Rehabilitation, which consisted of sliplining the Southern portion leading to the Haikey Creek Lift Station, was previously completed.
During design it was determined that additional services were needed to complete the rehabilitation of the Haikey Creek Trunk Line Phase II plans. This additional work includes design for an aerial crossing as well as a Hydraulic Engineering Center’s River Analysis System (HEC-RAS). The aerial crossing includes approximately 1,100 linear feet of 15-inch Sanitary Sewer with bank stabilization. Also, due to the Trunk sewer crossing Haikey Creek multiple times, a HEC-RAS is needed to evaluate erosion, bank migration, and stability in order to prepare plans for appropriate pipe protection, bank stabilization and creek grading. For this reason, Amendment No. 1 to the Professional Consultant Agreement was negotiated with RJN Group, Inc. to provide these additional services for a fee of $117,500.00 for the Haikey Creek Trunk Sewer Rehabilitation Phase II.
