Background:
This Ordinance establishes the positions of Assistant City Manager of Operations and Assistant City Manager of Administration. The proposed amendment to the Ordinance establishes the Assistant City Managers' responsibilities as assigned by the City Manager. It also provides for an annual evaluation before July 31, regardless of anniversary date, and provides that the evaluation be conducted in accordance with traditional leadership tenets.

The amendment provides for evaluation solely on the basis of performance and for the positions' inclusion in the pay plan recommended by the City Manager and approved by the City Council. Base salary increases (step raises) are provided for Assistant City Managers who perform in a consistently competent manner and merit bonuses are possible when nonroutine, significant accomplishments are achieved or when the expectations of the City Manager are significantly exceeded.

Staff recommends that the Council adopt Ordinance No. 3443.
