Background:

Mingo Road, from Florence Street to New Orleans Street, is an existing 2-lane arterial which lies on the border of the Cities of Bixby and Broken Arrow.  The City of Bixby has previously developed a conceptual design for improvements to the corridor and is planning to execute a design contract with a consultant for completion of final design plans to widen this mile of Mingo Road.  To that end, the City of Bixby has requested the assistance and support of City of Broken Arrow Engineering & Construction Department staff.  A Memorandum of Understanding, MOU, between the two City’s was developed to establish a cooperative framework for the design phase only, and it does not authorize construction or obligate either Party to fund construction.  As part of the MOU, City of Broken Arrow staff will provide support to City of Bixby staff to facilitate completion of final design plans, assist with right-of-way acquisition, and coordination of utility relocations for the project.  The City of Bixby will be responsible for all costs related to final design development.  Any future Broken Arrow funding participation for construction would require separate City Council approval and a distinct written agreement.
