Background:
The City applied for Federal Fiscal Year (FFY) 2017 and 2018 Federal Highways Administration Surface Transportation Project (STP) funds through the Indian Nations Council of Governments (INCOG) for the preliminary engineering and right-of-way acquisition for widening of 23rd Street (193rd East Avenue, County Line) from New Orleans Street (101st Street South) to Houston Street (81st Street South). The project is a continuation of the 23rd Street from Houston to Kenosha widening project for which right-of-way is starting. The federal funds were approved for both years, and subsequently the Oklahoma Department of Transportation (ODOT) advanced the project to start in FFY2015. In July 2014, ODOT and City staff selected Cowan Group Engineering LLC (CGE) as the engineer, and ODOT has recently completed negotiations with CGE. The negotiated amount is $327,668.00, and the City's 25 percent share is $109,222.00. The ODOT-City Engineering Contract Funding Agreement is attached. The Architect-Engineer Agreement is a separate agenda item. Payment of the ODOT invoice for the local share is on the claims list. Staff recommends approval of the ODOT-City Engineering Contract Funding Agreement.

Funding for the City share of the concept design will be from Sales Tax Capital Improvements. Staff recommends that the Council approve the Engineering Contract Funding Agreement and authorize its execution.
