Approval of and authorization to renew an Interagency Agreement with Tulsa County for services provided by the Tulsa Area Community Intervention Center (TACIC)

Background:
The Broken Arrow Police Department has utilized the Tulsa Area Community Intervention Center (TACIC) for more than a decade to retain juveniles who have been arrested for a violation of a municipal ordinance or state law. TACIC is operated by the Tulsa County Juvenile Detention Home under the direction of the Tulsa County Board of County Commissioners. Among its many functions, TACIC conducts intake screenings and holds juveniles until they can be released to parents, guardians, or approved responsible adults. The services relieve a police officer of the responsibility of monitoring a juvenile until they can be released. In FY26, BAPD took 39 juveniles to the facility. Of those 39, 17 were accepted into detention and the other 22 were TACIC holds for parents or guardians. If a juvenile criminal suspect is accepted into detention, there is no fee charged.
Historically, the Broken Arrow Police Department paid TACIC $6,000 annually for their services. In October of 2025 we were notified that TACIC was restructuring its service fees and were presented with options to pay a flat fee for yearly use or pay on a case-by-case basis for each juvenile admitted. It has been determined to be more advantageous for the police department to use the case-by-case method. A fee of $944.38 for each juvenile admitted has been calculated based on the average cost per juvenile over the three previous fiscal years.
Cost: $944.28 per individual admission not expected to exceed $25,000
