Presentation by Wagoner County Engineer Rachael Cooper, concerning a Wagoner County special election for the intent of repurposing Wagoner County Sales Tax

Background:

During the December 18, 2023, Wagoner County Board of Commissioners meeting, Commissioners voted 2-1 in favor of the Resolutions provided in the attachment.  If all the propositions are adopted, the total County tax would be 1.8%.  Based on filing deadlines, this could go to a vote of the people on the March 5, 2024 election date or the April 2, 2024 election date, and any new tax adopted at either of those dates could go into effect as early as July 1, 2024.

If each proposition were adopted by voters:

                     Makes 0.8% tax for roads and bridges permanent (currently expires 03/31/2028)

                     Makes 0.1% tax for Sheriff’s office permanent (currently expires 03/31/2028)

                     Makes 0.1% tax for general fund permanent (currently expires 03/31/2028)

                     Changes 0.3% tax from support for fire departments to ambulance and emergency response by Wagoner County Ambulance Authority (tax is already permanent)

                     Levies new 0.125% tax for Wagoner County courthouse complex facilities (unclear as to term)

                     Levies new 0.25% tax for Wagoner County jail facilities (unclear as to term)

                     Levies new 0.125% tax for Wagoner County fairgrounds (unclear as to term)

Wagoner County Engineer Rachael Cooper will address each Resolution and will be seeking support from the Mayor and City Council members.  If Council members wish to support the resolutions, they can do so at the January 16, 2024 City Council meeting.
