Consideration, discussion, and possible approval of PT-003063-2025|PR-000832-2025, Conditional Final Plat for County Line Crossing, 49.03 acres, 166 lots, A-1 (Agricultural) to RS-3 and RS-4 (Single-Family Residential) via BAZ-002130-2025, located north of New Orleans Street (101st Street), one-third mile west of 23rd Street (193rd E Avenue / County Line Road)

Background:
PT-003063-2026, the conditional final plat for County Line Crossing, contains 166 lots on 49.03 acres. This property is generally located north of New Orleans Street (101st Street), one-third mile west of 23rd Street (193rd E Avenue / County Line Road). The property is currently unplatted.

BAZ-002130-2025 was a request to rezone the property from A-1 (Agricultural) to RS-3 and RS-4 (Single Family Residential). BAZ-002130-2025 was approved by City Council on June 16, 2025, subject to platting. The preliminary plat, PT-002253-2025, was approved by the Broken Arrow Planning Commission on June 26, 2025. This conditional final plat was heard at the September 10, 2026, meeting of the Planning Commission where five members of the public spoke in opposition. One additional person was opposed but did not want to speak. Concerns included existing drainage issues in the area, the desire for a greenbelt buffer, whether proposed homes would be one-story or two-story, access via the existing development to the west, and whether access would be given to the north via 190th E Avenue and 97th Street. The Planning Commission recommended approval with a 5-0 vote.

This development will have access via East New Orleans Street and South 23rd Street, as well as via the existing neighborhood (Seven Oaks) to the west.

According to FEMA’s National Flood Hazard Layer, none of the property is located in the 100-year floodplain.
