Background:
Kirby Smith Machinery Inc. is the sole dealer for Wirtgen machines and was contacted to repair the inoperable Wirtgen soil stabilizer. The extent of damage was unknown at the time. The repair was initially estimated in the amount of $6133.28. During the diagnostic process, Kirby Smith Machinery Inc determined that the machine had sustained significant electrical damage from a power surge and that the required repair would be substantially more extensive than originally anticipated. The latest estimate is $52764.14 for a controller, an on-board computer, two (2) display monitors, and labor to install the parts. The vendor suspects that the equipment was hit by lighting.
Because the total purchase order exceeds the applicable approval threshold, staff is requesting that the Broken Arrow City Council authorize creation of a purchase order for the final repair costs not to exceed $55,000. The repair costs will strain Street and Stormwater operating funds. Therefore, staff recommends creating a project under Fund 330 utilizing savings from fiscal year 2027 Streets Division capital improvement purchases.
