Approval of and authorization to execute the Honey Springs Mitigation Bank - Mitigation Credit Sales Agreement for Events Park Road Extension (Project No. 2152330)

Background:
The Events Park Road Extension project looks to connect the Challenger Softball Complex to the Events Park with a 2-lane roadway and bridge with adjacent trail. As part of this design, the roadway crosses a federally protected stream and passes through protected wetland. During construction, the United States Army Corps of Engineers (USACE) observed field as-built conditions that adversely effected the permitted regulated wetland areas surrounded by the new construction. Through these as-built observations, the Army Corps of Engineers advisor required a evaluation of the environments impacts in order to continue progressing with construction and ultimate permitting. After environmental evaluation, the Corp of Engineers determined that the purchase of mitigation bank credits was the preferred resolution.
The Engineering and Construction Department, with guidance from the United States Army Corp of Engineers, recommends approval of the Mitigation Credit Sales Agreement with Honey Springs Mitigation Bank.
Cost: $81,165.00
