Consideration, discussion, and possible approval of Grand River Water Supply Study Alternatives Recommendation (Project Number WL22040)

Background:
In March of 2022 HDR, Inc. (HDR) was hired to evaluate BAMA's 36-inch waterline that stretches 21.3 miles from the Oklahoma Ordnance Works Authority (OOWA) to the Verdigris River Water Treatment Plant and look at possible alternatives for reutilizing this waterline to bring a secondary water source to Broken Arrow. This study helps to update and build off the Long-Term Water Supply Plan that HDR previously completed in 2015. This new study included a desktop investigation as well as an external investigation of the current pipeline conditions in order to determine the feasibility of rehabilitating this waterline and placing it back into service. Other aspects of the study included Raw Water Sampling and Treatability of the Grand River and Verdigris River as well as coordination with different agencies (OWRB, GRDA, OOWA, and TMUA). Based on the results of the pipeline assessment, water sampling, and agency discussions there is a path forward to rehabilitating the OOWA waterline and using it to bring Raw Water from the Grand River to Broken Arrow. Adding a secondary water source would help create resiliency in the water system, add flexibility to how the plant can be operated throughout the year, and provide adequate water supply for years of future growth in the City. Adoption of the Grand River Water Supply Study will allow for BAMA staff to begin moving forward with the phases of this project to bring a second water source to the City.
