Background:

On June 15, 2021, the City Council adopted Ordinance number 3700 creating the special revenue fund 348 for the American Rescue Plan Act (ARPA) monies that have been received by the City of Broken Arrow. Ordinance 3700 states that the monies received shall only be spent for the intended purposes of specific uses approved by the City Council.

The adopted Fiscal Year 2024 Budget includes a to be determined (TBD) project in fund 348 of $2,590,000. The attached intra-fund transfer reallocates $120,000 of the TBD project to these projects:

$76,000 for Pan/Tilt/Zoom cameras in support of the real time crime center.

$40,000 for a drug testing laser spectrometer which allows for the testing of fentanyl and other dangerous drugs using a laser to eliminate possible officer exposure to the drug.

$4,000 for the replacement of crime scene cameras.
