Background:
RMUA representatives selected Jacobs Engineering Group, Inc. (Jacobs) in 2022 to update the Hakey Creek Wastewater Treatment Plant (HCWWTP) Biosolids Master Plan and Facility Plan and subsequently design the chosen alternative. The alternative chosen was for aerated static pile composting. This project will allow the HCWWTP to operate independently processing its own biosolids instead of having to transport partially digested liquid sludge to City of Tulsa’s Southside WWTP. The construction duration is 730 days.
The project included 4 additive alternates: Additive Alternate 1 for a 3rd centrifuge, Additive Alternate 2 for 2 front end loaders, Additive Alternate 3 for a scum collection system, and Additive Alternate 4 for finished composting storage building. This project was advertised on June 5th , , 9th, 10th, 11th, and 12th, a mandatory prebid meeting was held on June 16th, two optional site visits were held on June 23rd and June 25th. Bids were opened on July 24th 2026 and 2 bids were received. The lowest responsible bid was Crossland Heavy Contractors, Inc. for Base Bid and Additive Alternates 1 & 2 of $48,199,000.00. The Engineers estimate for Base Bid and Additive Alternates 1 & 2 was $46,843,746.00. The Tulsa was Awarded a USDA grant for $9,600,000 and the remaining total of $38,599,000 will be split 50/50 between Broken Arrow and Tulsa.
