Background:
The City currently provides dental benefits under a self-insured option through the Ameritas network. The City's broker for health insurance services has gone to market to solicit proposals for employee dental insurance for calendar year 2027. Upon review by the Insurance Advisory Committee and staff (the parties), the parties were interested in reviewing alternatives to the Ameritas network and various plan structures due to renewal rates. To ensure we are providing employees with cost-effective options, the parties reviewed a dual-option alternative under a fully insured model from MetLife which includes an option of selecting a high or a low plan, similar to the current options.
The high plan offers:
* $25 calendar year per individual deductible
* $2500 maximum benefit per benefit year
* 100% routing cleanings and exams twice per year
* Diagnostic & preventative services paid at 80%
* Basic restorative services paid at 80%
* Major restorative services paid at 80%
* Implants paid at 80%
* Orthodontia services paid at 80%

The alternative low-plan offers many of the same services as the high-plan with the following differences:
* $1000 maximum benefit per benefit year
* No covered orthodontia services
The parties recommend switching to the fully insured option through MetLife, with no changes in plan design. This is a two (2) year no rate-change contract with an option of a third year with a 7% rate cap.


Cost: $566,332 (year 1 & 2 subject to change with enrollment fluctuations)
