Background:
Broken Arrow City Hall has been a staple for the community for more than 50 years. As Broken Arrow has grown, they have outgrown the capacity of the current City Hall. There is a need for departmental personnel growth, additional office space, community service functions, and security improvements. The City of Broken Arrow will be constructing a new Municipal Services Administration Building to address these needs at a new location, and the existing City Hall will remain operational during construction. The project is located at 130 E. Washington Street, Broken Arrow, OK 74012.
On December 5, 2025 City Staff received Statement of Qualifications from eight (8) Construction Management companies. A selection committee that consisted of staff from the Engineering and Construction Department, Maintenance Department and Narrate (Selser Shaffer) unanimously chose Nabholz Construction Corporation to provide Pre-Construction Services and perform Construction Management on the facility that is to be provided by the City of Broken Arrow.

City staff negotiated an agreement with Nabholz Construction Corporation to provide Pre-Construction Services. The agreement is for $49,000. There will be a future Amendment to this Agreement which will include the Guaranteed Maximum Price for the infrastructure improvements.
