Background:

As the City continues to create a sense of place in the Rose District, it is crucial to ensure that the pedestrian friendliness of the District is maintained. With the creation of the Rose District Residential Area, there is an opportunity to build upon the unique sense of place. The premise is to create something unique and special that is not available anywhere in the region.  Pedi-cabs will add to that differentiation. Allowing pedicabs in the Rose District will create a more casual atmosphere.  It will also have an added benefit of slowing automobile traffic to match the speed of these vehicles and hopefully encourage residents to patronize the Rose District out of convenience and novelty.  The Mayor has indicated that it would be beneficial for the City to adopt ordinances that would allow pedicabs to operate in the Rose District.  Thus, upon the Mayor’s request the Legal Department has created Ordinance Sections 17-61 through 17-73 of Chapter 7, to include the regulation of pedicabs.
