Consideration, discussion, and possible approval of the Citizens Engagement Academy program

Background:
The Citizens Engagement Academy is a structured public education program designed to improve community understanding of municipal government and increase resident participation in City processes. The program is proposed as a two-part series:
• Program A: Intro to City Government (Fall 6 weeks) - A foundational overview of municipal governance, processes, and essential City services.
• Program B: City Operations in Depth (Spring 6 weeks) - A detailed exploration of internal departmental functions, service delivery systems, and operational decision-making.
This program framework aligns with Council’s goals to:
• Enhance resident understanding of how City government operates
• Foster informed community participation
• Support future advisory board, committee, and volunteer engagement
• Strengthen relationships between staff, elected officials, and the community
