Acceptance of the Drainage Advisory Committee's recommendation to approve expenditure of 2018 General Obligation Bond funds to assist with clearing of a portion of Aspen Creek to restore functionality of drainage path and protect City Utilities
End
Background:
The case was brought before the Drainage Advisory Committee on April 27, 2026, for assistance with clearing a section of Aspen Creek near the intersection of Aspen and Jasper. The Committee unanimously voted to recommend approval of expenditure of funds.
After the work is completed, the individual property owners will be responsible for maintenance.
This section of the creek has multiple large, downed trees impeding flow and putting a downstream Sanitary Sewer crossing at risk. The sanitary sewer is 21 inches in diameter and was designed in 2008. It also was originally 0.4 ft under the stream bed. Over time the stream bed has eroded and exposed the sanitary sewer line. The sewer is protected in a steel conduit.
The homes in this immediate area have not been platted.
Stream Stats estimates that 1365 acres drains through this portion of the creek, with a peak 1% storm flow rate of 2530 cubic feet per second.
The concept for this project is to contract with a landscaping company to come in and clear the creek of large, downed trees and restore the functionality of the creek. If the project is approved and then completed, the future maintenance responsibility of the channel will remain with the landowners.
The Utility Department will be contacted regarding the exposed sanitary line and a mediation plan will be implemented to protect the line from further erosion or damage.
