Background:

On February 15, 2024, Jonathan Warner filed a pro se Complaint in the Northern District of Oklahoma against the City of Broken Arrow, the Broken Arrow Police Department, and Office John Does #1-5, claiming, inter alia, violations of his constitutional rights. Mr. Warner has since issued and served Summons on BAPD Officer Jefferson Reynolds. This suit arises from an arrest of Mr. Warner on December 23, 2022, as a result of a warrant from Tulsa County.  Title 11 O.S. § 23-101 et seq. provides for the City of Broken Arrow to defend its municipal employees in such actions. BAPD Officer Jefferson Reynolds acted in good faith and in the course and scope of his employment in this encounter and is entitled to a defense by the City of Broken Arrow.
