Background:
The Solid Waste and Recycling department requests the purchase of six (6) new McNeilus 28yard Zero Radius side load refuse trucks mounted on Mack Chassis.

Funding for this purchase was approved in the FY2027 budget and identified as project #2750050 with a total budget $3,360,000 for the purchase of 12 Trash Trucks. The project does not have enough funding for the purchase of 12 trucks, however, there is adequate funding for 6 ASL trucks and an additional Grapple Truck to replace an older unit in the fleet that is heavily utilized.

Siddons-Martin has guaranteed a buy-back purchase price of $201,306 or 45% of purchase value at the end of the 4-year term. Included in the initial purchase price per unit ($439,267) is an extended 4-year body and cylinder warranty on the McNeilus body and a 5 year engine and transmission warranty on the Mack Chassis. Effectively retaining a full warranty on each unit during the entire 4-year term. This purchase represents the second group of refuse trucks to be purchased on the buy-back model, which allows the organization maintain a fleet of refuse trucks with less total cost of ownership per unit.

To maximize available resources and achieve cost efficiencies, staff recommends purchasing these trucks from Siddons-Martin Environmental, pursuant to Sourcewell Contract 110223-MCN. Utilizing this cooperative purchasing agreement eliminates the need for formal competitive bidding while securing durable, high-quality assets within the approved project budget.
