Consideration, discussion and possible approval of the Fiscal Year 2024-2025 collective bargaining agreement with the Fraternal Order of Police (FOP) Lodge No. 170

Background:
The City's negotiating team began contract negotiations in March for a new collective bargaining agreement to begin July 1, 2024. The negotiation team consisted of Cindy Arnold, Finance Director, Brandon Berryhill, prior Chief of Police, and Kelly Cox, Human Resources Director.
After over four months of negotiations, the FOP declared impasse and an arbitration hearing was scheduled for the parties on November 8, 2024. After last best and final offers were submitted by both parties, settlement offers were exchanged and the parties reached a tentative agreement on the fiscal year 2024-2025 contract, prior to the scheduled arbitration date.
The tentative agreement, effective July 1, 2024 through June 30, 2025 includes the following changes:
Article 2-Authority and Term. Date changes only.
Article 3-Recognition. Extension of the probationary period up to an additional 3 months, at the discretion of the Chief, for those employees who exhibit difficulty in properly responding to training during the Police Academy and/or Field Training Program.
Article 19-Destruction of Officer's Property. Increased reimbursement amounts for watches from $100 to $250, Eye protection (sunglasses) from $150 to $300, Cellular phones from $500 to $1000 with proof of no insurance plan to cover the phone replacement. If there is an insurance policy on the phone, the City will only reimburse the amount not covered by the insurance plan.
Article 20-Holidays. Language change which pertains to on call personnel. "In the event a bargaining member is "on-call" and is being compensated for such status, the Chief, or designee, does not have the authority to direct that specific member not to report to work.
