Background:
The engineering design firm for this project, CEC Corporation, was previously asked to revise the project scope to include reducing the roadway typical section from 5 lanes as originally proposed, to 4 lanes and revising the roadway profile to accommodate revised bridge sizes for the widening of Olive Avenue from Kenosha Street to Albany Street. That design amendment was approved in December of 2022.
The City has been acquiring the necessary right-of-way for construction of this 4-lane configuration until the present time. During that interim period, the City also asked the consultant to shift the roadway alignment to the east to avoid the financial impact of the condemnation ruling regarding the Floral Haven parcel. With the renegotiation of the acquisition of that parcel, the preferred alignment can be designed and constructed. There is currently $6,900,000 available for construction of this project, which includes $3,000,000 in Surface Transportation Program (STP) funds. The current Engineer's Estimate for construction of a 3-lane section is currently $8,840,225.15. The Engineer's Estimate for construction of a 4-lane section is currently $11,272,817.31. The Engineer's Estimate for construction of a 5-lane section is $12,006,523.97. Additional funding will need to be allocated to this project to complete construction with either alternative.
