Notification of the Windsor Lift Station Installation/Construction Agreement (Amount over $50,000.00) Execution by the City Manager under the Emergency Protocols

End

Background:

The existing Windsor Lift Station is located in the Windsor Oaks Estates, just northeast of the Creek Turnpike and S. 145th East Ave. This lift station is currently out of compliance with Oklahoma Department of Environmental Quality, due to only one pump functioning. The lift station cannot keep up with the existing flows and is requiring daily maintenance to prevent a sanitary sewer overflow. A temporary fix is critical until a full engineering design can occur.

Unfortunately, the pumps in the station have been obsolete since 2008 and parts are unavailable. The station was put into operation in 1982. The uniqueness of this pump is its small volute size, so retrofitting to a different brand pump will require a lot of cutting out and reinstalling the piping and valves.

Broken Arrow Municipal Authority staff received 3 quotes to repair the existing station to submersible pumps. Haynes Equipment, Inc. quoted $107,544.00 for a new package station, Southwest Fluid Systems, LLC quoted $104,100.00 for a new package system, and Automatic Engineering quoted $67,746.16 to reuse the existing wet well and add a PumpMate on top (currently is installed at South Park South Lift Station).  Due to the health and safety of the citizens, the City Manager authorized the contract to be approved to the lowest quote to Automatic Engineering for $67,746.16 under the emergency protocols.
