Background:
The Purchasing Department issued Bid 26.147 to solicit proposals for grounds maintenance services, including mowing and trimming for various lift stations and water towers across 16 locations. These services are necessary to maintain the appearance of City facilities and ensure the designated areas remain clean, safe, and well maintained.
Bid packages were distributed to seven vendors, and the opportunity was publicly advertised on the City of Broken Arrow website and in the Tulsa World. Three bids were received and evaluated based on cost, experience, and service capabilities. Following a comprehensive review, J & J Bowers Lawn Care was determined to be the lowest and most advantageous bidder, providing the best value while ensuring service continuity and reliable maintenance.
The bid package also allows for additional areas acquired by the City of Broken Arrow to be added to the agreement if needed, with any price adjustments subject to approval based on a rate per square foot.
Staff recommends awarding Bid 26.147 for Grounds Maintenance Services for Utilities to J & J Bowers Lawn Care to maintain flexibility and ensure uninterrupted service.
The agreement term will begin upon award and continue through June 30, 2026. The Broken Arrow Municipal Authority may exercise annual renewal options for up to five additional one-year periods as follows:
* July 1, 2026 - June 30, 2027
* July 1, 2027 - June 30, 2028
* July 1, 2028 - June 30, 2029
* July 1, 2029 - June 30, 2030
* July 1, 2030 - June 30, 2031
Cost: Pricing as specified in the submitted bid tabulation.
