Title:
title
Consideration, discussion, and possible action to recommend to City Council to reallocate funds from design to construction funds for drainage improvements in the South Fork Estates subdivision (Case No. 26-004)
End

Background:
The proposed project is around 6304 S. 5th Ave. in the Southfork Estates subdivision in Broken Arrow.
The Southfork Estates subdivision was platted in 1992. Approximately 5 acres of offsite flow drains from the neighboring property without any drainage system in place to pick up the offsite flow. The flow currently is concentrated sheet flow and makes its way to the existing storm inlets in the cul-de-sac through the yard at 6304 S. 5th Ave. The Southfork Estates subdivision was designed and constructed prior to Broken Arrow establishing stormwater criteria in 1994.
A new development to the west, Spring Creek Crossing, is currently in the earth change stage of development. The development has reduced the overall drainage area to the property to approximately 2 acres. The offsite flow still drains through the Southfork Estates subdivision. While the property to the west is being developed, this is an opportunity to address the pre-existing drainage problem.
This drainage concern was taken to the Drainage Advisory Committee on April 23rd, 2025 for expenditure of design funds (Case No. 25-010) and approved at the July 14th, 2025 City Council meeting.
The original request was $25,000.00 for design improvements. Since that time, the developer and engineer have paid for the design of the improvements. Staff is requesting the reallocation of $25,000.00 of the 2018 GO Bond, Proposition 6 funds from design to construction funds. All parties are still in negotiations about proceeding with the project.
This area flows to Broken Arrow Creek.

Cost: $25,000.00
Funding Source: 2018 GO Bond, Proposition 6
