Background:
The conditional final plat of Foundations Church includes one lot of 7.50 acres. This R-1 (Single-family Residential) to CG (Commercial General)/SP-297 property is located at the southeast corner of Kenosha Street (71st Street) and Olive Avenue (129th E. Avenue). The preliminary plat for PT20-118 was approved by the Planning Commission on December 17, 2020.

When this property was annexed into the City of Broken Arrow, it was assigned R-1 zoning. In December 1987, the City Council approved BAZ-1079 to rezone the property to C-2 (Planned Shopping Center), subject to the property being platted. With the 2008 Zoning Ordinance update, C-2 was converted to CG (Commercial General). Upon platting, the CG zoning will be codified.

On June 2, 2020, the City Council approved a Specific Use Permit (SP-297) for a 24,174-square-foot place of assembly building and improvements on this site. As a part of the site plan review, a request to deviate from the masonry requirement and to permit a metal wall panel system is scheduled for the February 25, 2021 Planning Commission meeting.

With this plat, applicant proposes a 5.85-acre lot and a 1.65-acre reserve area. Applicant proposes to dedicate 70 feet of right-of-way along Olive Avenue with standard utility easements. Two driveways are proposed along the Olive Avenue frontage. No access is permitted along Kenosha Street.

None of the property is located in the 100-year floodplain. Reserve A is proposed to serve as a stormwater detention easement. Utilities are available to serve the site.
