Approval of and authorization to execute a Promotional License between Ice Challenge Enterprises, LLC and the City of Broken Arrow for the installation and operation of an outdoor holiday ice rink at the Rose District Pavilion

Background:
Ice Challenge Enterprises, LLC will be constructing the ice rink at the Rose District Pavilion beginning November 1st, 2026, through February 1st, 2027.
Hours of operation will be 3:00 p.m. to 9:00 p.m. Monday through Friday and extended hours from 12:00 p.m. to 10:00 p.m. each Saturday and Sunday. Setup of the rink will begin at 8:00 a.m. on Monday, November 2nd, 2026, and continue until opening day, which is scheduled for November 9th, 2026. The last day of operation for the 2026 season will be January 4, 2027.
