title
Consideration, discussion, and possible preview of Ordinance No. 3962 amending Chapter 2, Administration, Article I, In General, Section 2-5, Line of succession to establish head of government in an emergency, of the Broken Arrow Code of Ordinances; specifically updating the positions in the emergency line of succession following the City Manager; repealing all ordinances to the contrary; and declaring an emergency
End

Background:
Section 2-5 of the Broken Arrow Code of Ordinances establishes the line of succession for determining the head of government in the event of an emergency created by a natural or human disaster. The existing order begins with the Mayor, Vice-Mayor, and City Councilmembers in the order specified in the ordinance, followed by the City Manager, Assistant to the City Manager, and Police Chief. This section was last amended in 2005.
Staff identified discrepancies between the succession order in Section 2-5 and the City’s Emergency Operations Plan. At the City Manager’s direction, the proposed ordinance updates the administrative positions following the City Manager to reflect the City’s current organizational structure and the intended order of succession.
The proposed order following the City Manager is:
Assistant City Manager of Operations.
Assistant City Manager of Administration.
Fire Chief.
Director of Streets and Stormwater.
The proposed amendment preserves the existing succession order for the Mayor, Vice-Mayor, City Councilmembers, and City Manager. It replaces the references to the Assistant to the City Manager and Police Chief with the positions listed above. Corresponding revisions to the Emergency Operations Plan will also be necessary to ensure that both documents reflect the same emergency succession order.
The ordinance is presented for Council preview before being placed on a subsequent agenda for adoption.
