Background:
The City of Broken Arrow issued Bid No. 26.170 for the purchase of concrete on an as-needed basis. The invitation to bid was distributed to multiple vendors, advertised in the Tulsa World, and posted on the City’s website. Bids were publicly opened on September 22, 2026.
One bid was received from NexLevel Redi Mix. The vendor specified a delivery lead time of two to three days and did not include an expedited delivery option. City departments frequently require next-day concrete delivery to complete repairs and time-sensitive projects. The proposed lead time, without an expedited delivery option, would limit the City’s ability to meet these operational needs and could delay necessary work.
Staff recommends rejecting all bids and readvertising the solicitation with clarified delivery requirements, including next-day and expedited delivery options, to better meet the City’s operational needs and encourage competitive pricing.
