Background:
The Maintenance Services Department requests the purchase of one (1) new 2026 Ford F600 with specialty tire service upfit, pursuant to Sourcewell Contract 091125-EEC from Stellar Industries for the Fleet division. Funding for this purchase was approved in the Vehicle Replacement Fund (329) portion of the FY2027 budget and identified as project 2751130 for the purchase of a F550 with Tire Service Bed for the amount of $190,000. Cost for this unit is $194,370.20, as such, a prepared budget transfer form is included in the attachments which reflects a transfer in the amount of $8,000 from projected savings from project 2751120 (replacement van for custodial services) into this project.

To maximize available resources and achieve cost efficiencies, staff recommends purchasing the unit from Stellar Industries, pursuant to Sourcewell contract 091125-EEC. Utilizing this cooperative purchasing agreement eliminates the need for formal competitive bidding while securing a durable, high-quality asset with a projected life-cycle of 15 years. This unit will replace unit 1088 which has reached the end of life-cycle and is undersized for the type of work required.

Section 2-27(b)(5) of the Broken Arrow Code of Ordinances provides an exception to the competitive bidding process for supplies, materials, equipment, or contractual services purchased at a price not exceeding the price established by the state purchasing agency, another state agency authorized to regulate prices, or an approved purchasing consortium.
