Background:
The City has received complaints regarding reports of recurring "house-party" conditions at some Short-Term Rentals for such offenses as public intoxication, minors and alcohol, public marijuana use, fights in yards, parking blockages, and late-night spillover into properties adjoining the Short-Term Rentals. This amendment gives the Police Department and Code Enforcement clear, objective, non-arrest dependent triggers (Verified Police Observations) and sets time/place/manner limits that directly target late-night outdoor congregation and overflow.
On March 3, 2026 City Council conducted a work session on the proposed ordinance amending the regulation of Short-Term rentals and provided feedback and directive on the draft ordinance. The following changes were made to the ordinance based upon Council's feedback, including:
1. Adding formal definitions of Type 1, Type 2, and Type 3 Short Term Rentals;
2. Removing the training-completion discounts in ?7-467;
3. Removing the $1M commercial general liability insurance requirement (?7-468(n));
4. Adding clarifying language in ?7-468.1(h) that hosting platforms may remit applicable taxes and fees on the licensee's behalf;
