Award of the lowest and best bid to Pavement Conservation Specialists, Inc., and approval of and authorization to execute a construction contract for Village Square I, II, and III Street Improvements

Background:
The 2011 Streets General Obligation Bond included a project described as “Village Square: Repair, mill and overlay streets with curb repairs and construct handicap access ramps as required.” Bonds for the project were sold in December 2014. Engineering and Construction staff prepared bidding documents for the project, and the project was advertised for bids on October 5 and 12, 2015. Bids were opened on October 27, 2015, and three (3) bids were received. The Certified Bid Tabulation is attached. The low bidder was Pavement Conservation Specialists, Inc., with a proposal of $796,582.00. The engineer’s estimate was $913,314.50.
Staff recommends awarding the contract to Pavement Conservation Specialists, Inc. Funding for the improvements will be from the 2011 Streets GO Bond.
Cost: $796,582.00
