Approval of and authorization to amend a purchase order with John Vance Fleet Services by replacing one (1) 2026 Chevrolet Blazer EV Police Pursuit Vehicle with one (1) Ford Police Interceptor Utility Vehicle

Background:
On September 16, 2025, the Broken Arrow City Council approved the award of a contract to John Vance Fleet Services for the purchase of one (1) 2026 Chevrolet Blazer EV Police Pursuit Vehicle for the Broken Arrow Police Department (Agenda Item 25-1292).
Following the award, staff worked with the vendor to secure the vehicle but has been unsuccessful due to manufacturing and shipping delays. Because of the vehicle's limited availability and the infrastructure needed to support it, staff has determined that the best course of action is to cancel the Chevrolet Blazer EV order and amend the existing purchase order to procure one (1) Ford Police Interceptor Utility Vehicle.
Fiscal Year 2027 budget includes $70,000 in Project No. 2730030 for the acquisition and upfitting of a Chevrolet Blazer EV Police Pursuit Vehicle. Staff intends to modify that project in a similar manner and use the available funding to procure an additional Ford Police Interceptor Utility Vehicle.
The Ford Police Interceptor Utility Vehicle will reliably serve the Police Department's operational needs. Standardizing the fleet around this platform also allows the City to use its existing replacement-parts inventory, diagnostic equipment, maintenance procedures, and technician experience, helping support efficient maintenance throughout the vehicle's service life.
Staff has discussed the proposed change with the City's representative at John Vance Fleet Services, and the vendor has verbally agreed to the substitution.
