Approval of and authorization to execute Amendment No. 1 to the Agreement for Professional Consultant Services with RL Shears Company, P.C., for the Rose District Farmers Market Water Feature

Background:
The City of Broken Arrow entered into a contract with RL Shears Company, P.C. in November 2015, for the design of the Rose District Farmers Market Water Feature project (a part of the Downtown Main Street Streetscape Phase IV project). Since then, the preliminary design work has been completed and was reviewed in a meeting held on December 23, 2015.
Several design decisions were reached during the above review meeting. These decisions necessitated additional design services not included in the original agreement with the RL Shears Company, P.C. Also, the existing Leadership Broken Arrow clock tower relocation costs have been removed from the Phase IV detailed design services contract amendment and included here, since originally, the clock tower was to be relocated to the minor gateway area at the southwest corner of Main Street and Kenosha Street. RL Shears has submitted a proposal for providing these additional services resulting from discussions at the review meeting, and the Engineering and Construction Department has prepared Amendment No. 1 to the Professional Consultant Agreement, which is attached. A cost of $14,750.00 is proposed for the additional services not included in the original contract scope.
Staff recommends approval of Amendment No. 1 to the Professional Consultant Agreement with RL Shears Company, P.C. Funding will be from the 2014 Streets GO Bond and Vision 2025 Surplus Funds.
