Consideration, discussion and update on Capital Improvements Agreement by and between the Board of County Commissioners of Tulsa County, Oklahoma, and the City of Broken Arrow related to Creative Arts Center in the Rose District project

Background:
On August 14, 2015, the City Council approved submission of an application to the Tulsa County Vision Authority to obtain $650,000.00 of Vision 2025 surplus funds to assist in funding the Creative Arts Center proposed for the Rose District. Conceptual plans for the Center include a performance and community event area, a gallery and exhibit hall, a music and jazz lab, a culinary lab, a dining and display area, several group artist workshops, a video and film lab, a recording/radio and sound studio and two (2) classrooms.
On October 7, 2015 the Tulsa County Vision Authority approved the application for Vision 2025 surplus funding. General Obligation Bond funds in the amount of $1.4 million will be used in conjunction with the Vision funding.
On December 28, 2015, the Tulsa County Board of Commissioners approved a Capital Improvements Agreement. Although the Agreement provides for total funding in the amount of $650,000.00, only $100,000.00 is presently available due to the funding of other Vision Surplus projects. As such, the Agreement will be provided for the Council’s consideration at some time in the future.
