Background:

The City of Broken Arrow surveyed its residents on door-to-door peddler solicitations. Results showed 97% of respondents are concerned about privacy and safety during face-to-face interactions with commercial peddlers. 95% of surveyed residents (2,573 of 2,898) support the City creating and maintaining a No-Knock List for licensed peddlers identifying properties opting out of such interactions. Ordinance No. 3918 updates Section 7.3 to add the No-Knock List, compliance requirements, license revocation, and reinstatement fee, pursuant to municipal authority under 11 O.S. §§ 22-106 and 22-107. This measure protects residents while affirming their right to control access to their homes. The emergency declaration enables prompt implementation of these resident-supported protections.
