Background:
Pursuant to HB 4075 (2026) and with the assistance of Representative Ford, the Oklahoma Water Resource Board (OWRB) approved our State ARPA Interest Earnings ("SAI") grant. The grant is in an amount not to exceed $500,000.00 and is based on the need to complete a water or wastewater project.
BAMA has chosen to allocate the $500,000.00 SAI grant to a Broken Arrow Municipal Authority waterline relocation/rehabilitation project that is going to construction October 2026. The project is a joint project with Tulsa County whereas the BAMA is upgrading the existing waterline to accommodate Tulsa County's roadway widening project on Omaha Street from 9th Street to 23rd Street. The agreement with Tulsa County was approved by the BAMA on May 5, 2026. The project was awarded to Becco Contractors, Inc. by the Board of County Commissioners on July 27th, 2026, for a total of $9,078,000.00 with BAMA's portion being $1,263,932.50. BAMA staff will be utilizing past OWRB FAP loans in combination with this SAI grant to fund the waterline construction.
Budget Amendment Number 5 appropriates the entire balance of the Intergovernmental Revenue from the SAI grant to the Broken Arrow Municipal Authority Fund to be used for project WL22010.
