Consideration, discussion, possible approval and authorization to execute a Capital Improvements Agreement by and between the Board of County Commissioners of Tulsa County, Oklahoma, and the City of Broken Arrow related to improvements in the Rose District

Background:
On August 14, 2015 the City Council approved submitting an application to the Tulsa County Vision Authority to obtain $2,737,500 of Vision 2025 surplus funds to assist in funding improvements within the Rose District. These improvements would include a Rose District Gateway at the intersection of Kenosha and Main Street, a zero grade fountain at the Farmers Market, Streetscapes from Dallas south to Ft. Worth and College north to Detroit and intersection and drainage improvements near Ash and El Paso.
On October 7, 2015 the Tulsa County Vision Authority approved the application for Vision 2025 surplus funding. On November 9, 2015 the City Council approved a Professional Services agreement with R.L. Shears Company for a Rose District water feature.
On December 28, 2015 the Tulsa County Board of Commissioners approved the attached Capital Improvements Agreement for the stated project, with total funding of $2,737,500; however limited the immediately available funding to $1,100,000. Staff was advised by Pmg representatives, limiting the funding at this point is necessary due to existing cash flow restrictions and attempting to meet the funding needs for other cities in the metropolitan area.
At the present time the water feature is under design. Competitive bidding is scheduled for March with construction to begin in April. Staff anticipates that the Vision funding provided will allow the City to proceed with the project.
