Background:
To assist the Streets and Stormwater Department in their street maintenance program, the Engineering and Construction Department advertised a "non-encumbered" contract for Cold Milling Asphalt Streets. The contract will be awarded based on unit prices, then work orders will be issued against the main contract for various milling jobs. The contract will be awarded for a one-year period, with up to two possible renewals at the same unit prices.
The project was advertised for bids on April 10 and April 17, 2025. Bids were opened on May 1, 2025, and four (4) bids were received. The Certified Bid Tabulation is attached. The bids submitted were composed of nine (9) pay items to form the Total Base Bid. The lowest responsible bidder was A & A Asphalt, Inc., with a Total Bid of $999,250.00 and the next lowest bid was Ellsworth Construction LLC with a Total Bid of $1,195,550. The engineer's estimate was $1,558,750.00. Funding for individual work orders will come from various sources, including the 2018 GO Bond Residential Rehabilitation and Street Sales Tax Fund (Fund 343).
Staff recommends awarding the bid to the two (2) lowest responsible bidders with A & A Asphalt Inc. being the primary contractor and Ellsworth Construction LLC as a secondary contractor to be used only when the primary contractor is unable to meet the schedule of City projects at the discretion of the Director of Streets and Stormwater.
