Background:
The City Council operates under the council-manager form of government and is authorized by Title 11 O.S. § 10-101 to adopt rules of procedure for the conduct of its meetings. The attached resolution updates and formalizes the City’s internal procedures governing the submission, review, co-sponsorship, and placement of items on City Council meeting agendas.
These Rules are intended to:
1. Promote orderly, efficient, and transparent meetings;
2. Ensure full compliance with the Oklahoma Open Meeting Act;
3. Clarify who may submit agenda items and the co-sponsorship requirements for items submitted by individual Council members or the Mayor;
4. Establish clear deadlines, format requirements, and review processes; and
5. Maintain existing practices for proclamations/congratulations and public requests to appear before the Council.
The resolution codifies the procedures currently in use with minor updates for clarity and consistency. Adoption of the resolution requires no expenditure of City funds.
