Background:

Dallas Street from 1st Street to 9th Street is a well-traveled route leading into the Rose District.  The existing two-lane asphalt roadway runs east/west and is approximately 21 feet in width.  No curb and gutter existing along the corridor with storm runoff being carried in open drainage ditches some of which are moderate in depth with steep slopes.  The centerline alignment of Dallas Street includes several horizontal and vertical curves along the roadway.  

There is existing sidewalk that runs the full length between 1st Street and 9th Street on the north side of Dallas.  Sidewalk does not currently exist along the south side of Dallas for the majority of the corridor except for approximately 460 feet located immediately east of 1st Street.  The condition and widths of the existing sidewalk vary.    

Right-of-way along the corridor is somewhat narrow and the Paccar Winch facility located on the north side of Dallas and immediately west of 9th Street is in close proximity to the existing roadway.  

Staff recognizes interest to improve this corridor while also acknowledging numerous challenges to such improvements. This presentation is an opportunity for open discussion regarding possible improvements to the Dallas Street corridor between 1st Street and 9th Street leading into the Rose District.
