Approval of and authorization to purchase forty-six ballistic vest carriers for the Police Department from Velocity Systems
End
Background:
The Police Department is seeking authorization to purchase forty-six vest carriers, thirty-four for officers and twelve for new recruits currently in the academy. The thirty-four carriers will replace older vest carriers that expire every five years as the Kevlar degrades. A ballistic vest is necessary and required equipment for every police officer. In previous years, the department purchased Point Blank vest carriers. The prices of those carriers have continued to increase significantly over the last few years. The Velocity Systems plate carrier is a more affordable option per vest at $1,409.00. Also, there is a big push amongst patrol officers to wear this style of vest on duty rather than the older style Point Blank vest. The department’s Special Operations Team and Special Response Team both utilize the Velocity Systems plate carrier with high success. We also purchased this vest last year and have had positive feedback from those officers. This purchase will come from the Police Department’s operational budget.
Velocity Systems offers these items through the General Services Administration (GSA) contract number GS-07F-0181V. A sole source letter is also attached.
